Inside the U.S. Capitol Complex, faith leaders, military veterans, and activists gathered not for ceremony — but for conviction. At the “United in Liberty: The Rise of Spiritual Diplomats” conference, Captain Gary Tabach delivers a raw, battle-tested perspective on spiritual diplomacy: when moral clarity guides those with power - whether political, military, or civic, it becomes the difference between exploitation and protection, between surrender and standing firm for the voiceless.
Captain Gary Tabach is a retired United States Navy officer and the first Soviet-born citizen commissioned as an officer in the U.S. Armed Forces. Born in Moscow, he emigrated to America with his family in 1976. Captain Tabach served as advisor to the U.S. ambassador and special presidential envoy to the former Soviet Union, held senior NATO positions including Chief of Staff of the NATO Military Liaison Mission in Moscow, and led counterterrorism initiatives at the NATO Center of Excellence in Ankara. He received the Legion of Merit and multiple service medals for his work on arms control, hostage negotiation in Georgia, and POW-MIA recovery operations across the former Soviet bloc. Today he serves as CEO of Fort Seal and remains an outspoken advocate for Ukraine's sovereignty.
Captain Tabach emphasizes why those entrusted with political or military authority need spiritual leaders to help them stay grounded in moral clarity — especially when the pressures of office or conflict can obscure the difference between right and wrong. He shares that true leadership requires strength paired with love: the courage to make difficult decisions, the resolve to keep moving forward through hardship, and the humility to seek guidance when power alone isn't enough.
