On April 24, 2026, in Tirana, Albania, the Quantum Balkan Initiative (QBI) was launched — a regional alliance founded on a simple conviction: that the quantum era will be defined not by the technology itself, but by who is at the table when it is built.
The message that emerged was clear: quantum is not a topic for laboratories alone.
"The most important component is the human factor. Once it is there, things move forward easier and faster — with intent and with actionable outcomes.”, highlighted *Prof. Gabriele Pao-Pei Andreoli, President of Institute of Advanced Studies and Cooperation (IASC), organizer of the conference.*
The evening closed with a performance that brought science and art together: an AI hologram in dialogue with a Gala Host. The hologram's final line — borrowed from the founding principle of quantum mechanics itself:
