At the OSCE Supplementary Human Dimension Meeting III, held in Vienna on 29–30 June 2026 under the theme “Preventing Torture and Ill-Treatment: Strengthening Co-operation and Implementation,” ALLATRA Global Research Center contributed to the discussion on torture prevention by drawing attention to an earlier stage in the escalation of human rights risks: coordinated stigmatization, dehumanizing labels and institutional pressure.
This side event, “From Stigmatization to Ill-Treatment: Lessons from Russia and Beyond, Early Warning Signs, Human Dignity, and the Prevention of Abuse,” examined how harmful narratives can affect public perception, restrict access to rights and remedies, and create conditions in which discrimination, exclusion and ill-treatment become increasingly normalized.
The discussion raised a central preventive question:
At what point does social stigmatization become a systemic human rights risk?
Speakers addressed this issue from legal, human-rights, academic and personal perspectives, including examples connected with Russia, Ukraine, China, Belgium and broader transnational information environments.

The side event explored the relationship between stigmatizing labels, dehumanization, transnational repression, access to justice, freedom of conscience, civic space and the prevention of torture and ill-treatment.
Key topics included:
• systematic stigmatization as an early warning indicator;
• the role of labels such as “sect,” “cult,” “extremist”, “foreign agent” and others in delegitimizing targeted groups;
• reported persecution of ALLATRA volunteers in Russia;
• transnational repression and smear campaigns targeting Falun Dafa practitioners;
• the vulnerability of civil society actors and religious communities to coordinated information attacks;
• access to effective remedies where reputational harm crosses jurisdictions;
• the proposed criminological concept of “information terrorism”;
• the need for preventive monitoring before abuse becomes visible.
The event emphasized that torture and ill-treatment rarely emerge in isolation. Long before physical abuse or formal repression becomes visible, individuals and communities may first be stripped of dignity, legitimacy and equal public protection through systematic public discrediting.
